Introduction


DEL MAR LITTLE LEAGUE SEASON 47 (2008)
Del Mar Little League (DMLL) is an all volunteer, non-profit organization, providing an opportunity to play baseball for boys and girls between the ages of six and twelve. DMLL provides an outlet for healthy activity and training in an atmosphere of wholesome community participation. DMLL is dedicated to helping youngsters become good citizens and gain confidence by, among other things, inspiring them with a goal and enriching their lives. DMLL seeks to establish the values of teamwork, sportsmanship, fair play and respect for others. We operate under the guidelines of the DMLL Board of Director’s Constitution and By-Laws, and the Rules and Regulations of Little League Baseball Incorporated of Williamsport, Pennsylvania.

DMLL is comprised of two leagues, Del Mar American Little League and Del Mar National Little League, operating under one Board of Directors. Each league will field a Tournament Champion and separate All Star teams at the levels described below.

The spirit of Little League is captured in the Little League Pledge, which we encourage all players and families to memorize:

Registration


Registration is on a first-come, first-served basis, in the event there are more players than spaces available. If your child was a player on a DMLL team last season, you should receive a registration reminder via email for the upcoming season. Registration is completed online using the DMLL web site (www.dmll.net) and payment is made with a major credit card.

If your child has never played in DMLL before, then, in addition to registering online as above, you must ALSO attend the Age and Verification Event, where we will check your child’s birth certificate for proof of age and will verify that you live within our Little League approved boundaries.

Online registration begins in October for the upcoming spring season.

Age and Address Verification


Age and address verification is REQUIRED for all players that are new to DMLL (i.e., either they are just starting T-Ball or have never played in DMLL before). You must bring a certified birth certificate with embossed seal (no photocopies will be accepted) or your child’s passport to our Walk-In Session so that your child’s age can be verified. You must also have three (3) proofs of residence (e.g., drivers license, voter’s registration, or school record – see complete list below of acceptable proof) so we can verify that you live within DMLL’s boundaries. The documents will be reviewed and returned to you at the Walk-In session.

You must have already registered online before attending the Age and Address Verification session. The age and address verification session is NOT for registration.

Age and address Verification is held usually the first weekend in December. The date, time and location will be posted in advance and e-mail reminders will be sent to those on our mailing list.

Little League requires one item (and only one item) from any 3 or more of the following categories to demonstrate proof of residence:
1. Driver’s License
2. Voter’s Registration
3. School records
4. Welfare/child care records
5. Federal records
6. State records
7. Local (municipal) records
8. Support payment records
9. Homeowner or tenant records
10. Utility bills (i.e., gas, electric, water/sewer, phone, mobile phone, heating, waste disposal)
11. Financial (loan, credit, investments, etc.) records
12. Insurance documents
13. Medical records
14. Military records
15. Internet, cable or satellite records
16. Vehicle records

Note: Example – One item – and only one item – may come from any one category. In other words, three utility bills (three items from No. 10 above) will not suffice to establish residency since they come from only one category. To satisfy the proof of residency requirement, there must be a document from two other categories.


Fees


The cost of registration is $160 per player, plus an optional $1 per parent/guardian for membership dues. Membership to DMLL allows the parent(s) to vote for the Board of Directors and vote for changes to the Constitution during the annual meeting. All managers and coaches must be members. Financial assistance is available and information can be obtained by contacting the Player Agent or Registrar.

The fees partially cover the cost of uniforms (jersey, hat and socks for all divisions), team equipment (helmets, bases, catcher’s gear, pitching machines, generators, baseballs, etc.), team and individual pictures, a participation award for each player, umpire fees, league fees, insurance, and field maintenance and improvement fees. All field improvements undertaken at Del Mar Heights, Del Mar Hills, The Shores, and Sycamore Ridge sites are done with the permission and cooperation of the Del Mar Union School District and the principals at the individual schools. Similarly, all field improvements pursued at Sage Canyon, Carmel Creek, and Ashley Falls schools and the Carmel Valley Community Center are under the direction of the San Diego Parks and Recreation Department.

DMLL incurs most of the expense of a registered player long before the season begins. Therefore REGISTRATION FEES ARE NON-REFUNDABLE!

Season Schedule


Practices and games begin in January for our Majors Division, in February for our Minor A and Minor B Divisions, and soon thereafter for our Machine Pitch, Coach Pitch, and T-Ball Divisions. All divisions play until the end of the school year, with post-season tournaments possibly continuing through July. See “All-Stars” below for further information.

Try-Outs


Try-Outs
Majors, Minor A and Minor B teams are formed by a formal player draft, which is accomplished according to ability. All 9, 10, 11, and 12 year-olds, as of the upcoming season who want to try out for Minor B, Minor A and Majors must attend at least one try-out!

- Majors Try-out is generally scheduled for the first weekend in January. In the event of a rain-out, the try-outs will take place on the following Wednesday.

- Minors Try-out is generally scheduled for the second weekend in January. In the event of a rain-out, the try-outs will take place on the following Wednesday.

Fields


Practices and games will be held on fields in the Del Mar and Carmel Valley area. Click here for an interactive Field Location Map. Please pick up all trash and litter after your practice and game.

Equipment & Uniforms


All equipment and balls are provided by DMLL. The uniform jersey, hat & socks are provided by DMLL. Shoes, pants and gloves are the responsibility of the player. Replacing uniforms is the responsibility of the individual.

Pictures & Awards


The cost of pictures ( team and individual) is included in the registration fee. Participation awards will also be provided by the League. Pictures (team and individual) will be taken the day of the Baseball Bash (see Calendar for specific date). Make-up pictures for individuals will be available, the date to be determined by the Photo Coordinator.

Umpires


DMLL established a Volunteer Umpire Program in 2005. Adults and teenagers interested in participating in the League as an umpire should contact the Umpire-in-Chief (see Board Members). Volunteers will umpire the Minor A and Minor B Division games in the upcoming season.

DMLL provides association umpires for the Majors games. Lower division games (Tee-Ball, Coach Pitch and Machine Pitch) are umpired by adult coaches and volunteers.

Eligible By Age


DMLL uses the Age Elibility requirements set forth by Little League International. Your child’s age is considered to be his/her Little League Age, which is his/her age as of April 30, 2008. For example, if your son is now 7 years old but will turn 8 on or before April 30, 2008 he will play as a Little League 8 year old. To determine the appropriate division for your child, please use the League Age Calculator provided by Little League International.


Player Participation Levels
(1) A player younger then Little League 9 will not participate in a draft and will be assigned to a division per the criteria defined below
(2) Titled Majors Division players will return to the team they were drafted to in the prior year – no tryout is necessary.
(3) All other players must participate in tryouts to be eligible for the draft in the division they want to play. Starting in the upcoming 2008 season, Little League Baseball mandates that all 12 year-olds must play in the Majors Division. See the Age Criteria below and the Tryout schedule dates for more details.
(4) After the start of the 2008 season, an exception may be requested in writing to the Player Agent by the player’s 2008 team manager. The Player Agent may consider the exception requests on a space-available basis.

12 YEARS OLD
• Players MUST attend the Majors Try-out.
• All 12 year-olds must play in the Majors Division starting in the 2008 season (see above for exception).

11 YEARS OLD
• Players MUST attend the Majors Try-out to participate in the Majors draft.
• If drafted into the Majors, the player must play at that level.
• If not drafted into the Majors, the player will be eligible for the Minor A draft.
• If not drafted into the Majors or Minor A the player will be placed on a Minor B team.

10 YEARS OLD
• Players MUST attend the Majors Try-out to participate in the Majors draft.
• If drafted into the Majors, the player must play at that level.
• Players can attend either the Majors or Minors Try-out to participate in the Minor A draft
• If not drafted into the Majors or Minor A the player will be placed on a Minor B team.

9 YEARS OLD
• Majors Try-outs are not open to 9 year-olds.
• Players must attend the Minors Try-out, to participate in the Minor A draft
• If not drafted into Minor A the player will participate in the Minor B draft.
• Players that do not attend tryouts and players that request to play down will either be assigned to a Minor B team or Machine pitch team depending on the available space within the two divisions.

8 YEARS OLD
• 8 year old players will be automatically assigned to the Machine-Pitch Division.
• 8 year old players may choose to play an additional year in the Coach Pitch Division provided a written request is sent to and then approved by the Player Agent.

7 YEARS OLD
• 7 year old players will be automatically assigned to the Coach Pitch Division.
• 7 year old players may choose to play an additional year in the T-Ball Division provided a written request is sent to and then approved by the Player Agent.

6 YEARS OLD
• 6 year old players will be assigned to the T-Ball Division

Divisions


Majors Division
PLAYER AGES 10, 11 & 12 YEARS OLD (see Age Criteria)
The Majors division is competitive, and requires the highest level of commitment. There is a draft for new players. Titled players remain on the teams to which they were drafted the prior year and stay with that team throughout their eligibility to play in the Majors.

Players are expected to attend weekly practices and two games a week (one game is on Saturday and one game is played during the week), starting in late January and lasting until late June. It is essential that players be committed to participate in practices, games and tournaments. This year, as in years past, the Majors Division will be comprised of 10 teams. Games are 6 innings in length. Players must play a minimum of six defensive outs. Official score will be kept by a scorekeeper and team standings will be maintained by DMLL. Some teams may also have batting cage practice during the week.

TRY-OUTS: 11 and 12 year old players who were not on a DMLL Majors team during the Spring of 2007 season must attend the Majors Try-out. 10 year olds may attend the Majors Try-out if they chose to try out for the Majors Division.

Minors Divisions
Any player who attains the age of 9 before May 1 and who will not turn the age of 12 before May 1 during the season will be eligible to compete in the Minors. Players that are older than 11 and younger then 9 are not eligible to pitch. Specific assignment to a division with the Minors will be based on the criteria as specified below:

Minor A Division
PLAYER AGES 9, 10, 11 & 12 YEARS OLD (see Age Criteria)
Players will be chosen for Minor A teams based on a draft by the Minor A Managers and the Player Agent. This year, as in 2007, the Minor A Division is expected to be be comprised of 12 teams. Minor A teams play competitive baseball with a heavy emphasis on instruction. All games will involve “player pitch” and will be six innings in length. All players will bat and no player will sit on the bench a second inning before everyone else has sat once. Official score will be kept by a scorekeeper and team standings will be maintained by DMLL. Players are expected to attend two games (one Saturday game and one during the week) and one field practice per week. Some teams may also have batting cage practice during the week. It is essential that players be committed to participate in practices, games and tournaments.

Players must try out for this division. 10 year olds have the option of attending either the Majors or Minors Try-out. Most 10 year olds learn more and have a more enriching experience playing at the Minor Level.

Minor B Division
PLAYER AGES 9, 10, & 11 YEARS OLD (see Age Criteria)
Players will be chosen for Minor B teams based on a draft by the Minor B Managers and the Player Agent. This season, as in 2007, the Minor B Division is expected to be comprised of 14 teams. Minor B is a more competitive league than Machine-Pitch, but is still considered an instructional league. The emphasis will be on developing fundamental baseball skills. All games will be six innings in length. Players will rotate between the infield and outfield, all players will bat, and no player may sit on the bench more than one inning in a row. Games will be on Saturday with practices scheduled during the week as fields are available. Some teams may also have batting cage practice during the week.

Machine Pitch Division
PLAYER AGES 8 & 9 YEARS OLD (see Age Criteria)
Eight-year olds are automatically assigned to the Machine Pitch Division. Nine-year olds may choose to play Machine Pitch. Players will be assigned to the Machine Pitch division during the registration process, with oversight by the Player Agent. Teams are assigned by the Machine Pitch Coordinator who will structure teams based on last year’s evaluations. The Coordinator will try to honor ONE “play with” request per player.

In 2007, the Machine Pitch Division was comprised of 12 teams. Machine Pitch is an instructional league, and teams will use a regular baseball and pitching machine to provide consistent speed and location on pitches. Games are five innings in length with a two hour time limit. Informal scores of each game may be kept, but league standings will not be kept. Players are rotated to all ten defensive positions (extra outfielders), all players bat, and no player sits on the bench more than any other player. There is generally one game on Saturday with practices scheduled as fields are available.

TRY-OUTS: No try-outs are conducted for this division.

Coach Pitch Division
PLAYER AGES 7 & 8 YEARS OLD (see Age Criteria)
Seven-year olds are automatically assigned to the Coach Pitch Division. Eight-year olds may choose to play Coach Pitch. Players will be assigned to the Coach Pitch Division during the registration process, with oversight by the Player Agent. Teams are assigned by the Coach Pitch Coordinator who will structure teams based on last year’s evaluations. The Coordinator will try to honor ONE “play with” request per player.

In 2007, the Coach Pitch Division was comprised of 14 teams. Games are conducted in a non-competitive atmosphere, and have a four innings or 90 minute time limit, whichever comes first. Players will have an opportunity to receive a number of pitches from their own coach (using a soft baseball), and then a tee will be used if necessary. No score is recorded. Players are rotated to all positions. All players bat each inning (outs are not counted), and no player sits on the bench. There is generally one practice during the week and a game on Saturday.

TRY-OUTS: No try-outs are conducted for this division.

T-Ball Division
PLAYERS AGE 6 YEARS OLD (see Age Criteria)
The T-Ball Coordinator will assign all six-year old players to teams, and will try to honor ONE “play with” request per player. Games are conducted in a non-competitive atmosphere and have a four-inning or one-hour time limit, whichever comes first. Players hit off a tee and use a soft baseball. No score is recorded. Players rotate positions, and all players bat each inning (outs are not counted.) Additional outfield positions are used, so no player sits on the bench. The emphasis is on learning basic skills and having fun. There is generally one practice during the week and a game on Saturday. In 2007, the T-Ball Division was comprised of 14 teams.

Majors & Minor Try-Outs


Major, Minor A and Minor B teams are formed by draft according to ability. Refer to “Eligible by Age” section to determine try-out requirements and options based on age.

DMLL is an all volunteer, non-profit organization dedicated to providing an opportunity for children to experience participation in baseball in a structured league environment. Each year we are very fortunate to receive more sponsorship requests than are available. So if you are interested in being a sponsor, please contact us as soon as possible.

All-Stars


All 9 through 12 year olds are eligible to be selected for the All-Star teams, which are formed at the end of the season. In accordance with Little League Baseball’s policy, and in order to qualify for the tournaments, teams are formed by AGE ONLY, not by the division in which the child played during the regular season. There is a “9-10 Year-Old All-Star Team”, a “10-11 Year-Old All-Star Team” and a so-called “Majors” All-Star Team,” which is comprised of 11 and 12 year-olds. Only players who are 9 and 10 years old by April 30, 2007 are eligible for the 9&10 YO All-Stars. There are no exceptions!

In order to play on the All-Star teams, your child must be available for practice and tournament play beginning June 15, when the All-Star teams are announced, through the end of July, typically, and perhaps even in to August if the team advances to the Western Regional Championships! Players are nominated for consideration by the players in the Majors Divisions, Majors Coaches and Managers, and are selected to the team by the managers in their division and league. Those players fortunate enough to be selected to the DMLL All-Star teams participate in a rigorous practice schedule and a competitive tournament schedule.

Boundaries


IMPORTANT: PLEASE CONFIRM THAT YOU RESIDE WITHIN DMLL BOUNDARIES. ONLY PLAYERS THAT RESIDE WITHIN OUR BOUNDARIES MAY REGISTER FOR DMLL.

DMLL encompasses portions of Carmel Valley and the city of Del Mar. Beginning at the Pacific Ocean at Los Penasquitos Lagoon, the boundary goes north along the ocean to the northern border of the city of Del Mar. The boundary turns east along Via de la Valle to Interstate 5, then south along Interstate 5 to Del Mar Heights Road. The northern boundary then goes east along Del Mar Heights Road and continues east on Carmel Valley/Black Mountain Road to include the boundaries of the 92130 Zip code. The boundary turns directly south to Los Penasquitos Creek within the Los Penasquitos Canyon Preserve then turns west following the creek to the intersection of Sorrento Valley Boulevard and Interstate 5. The boundary turns north and follows Interstate 5 to Carmel Valley Road, then turns west and follows Carmel Valley Road west to Del Mar Scenic Road then turns west directly to the Pacific Ocean.


Board Positions


BOARD MEETINGS
Board meetings are usually held the first Thursday of every month. Meetings are open to the public. Please feel welcome to attend. Your input is encouraged! Please check the web site for meeting times and locations. The DMLL Board requests that all issues or suggestions be put in writing and directed to the attention of the President of the DMLL at least 24 hours prior to the meeting. Any complaints are held confidential.

ARTICLE VII - DUTIES AND POWERS OF THE BOARD SECTION 1

Appointments.
The Board of Directors may appoint such other officers or agents as it may deem necessary or desirable, and may prescribe the powers and duties of each. Appointed officers or agents shall have no vote on actions taken by the Board of Directors unless such individuals have been elected to the Board by the membership or have been elected to fill a vacancy on the Board.

SECTION 2
President. The President shall:
(a) Conduct the affairs of the Local League and execute the policies established by the Board of Directors. (b) Present a report of the condition of the Local League at the Annual Meeting.
(c) Communicate to the Board of Directors such matters as deemed appropriate, and make such suggestions as may tend to promote the welfare of the Local League.
(d) Be responsible for the conduct of the Local League in strict conformity to the policies, principles, Rules and Regulations of Little League Baseball, Incorporated, as agreed to under the conditions of charter issued to the Local League by that organization.
(e) Designate in writing other officers, if necessary, to have power to make and execute for/and in the name of the Local League such contracts and leases they may receive and which have had prior approval of the Board.
(f) Investigate complaints, irregularities and conditions detrimental to the Local League and report thereon to the Board or Executive Committee as circumstances warrant.
(g) Prepare and submit an annual budget to the Board of Directors and be responsible for the proper execution thereof.
(h) With the assistance of the Player Agent, examine the application and support proof-of age documents of every player candidate and certify to residence and age eligibility before the player may be accepted for tryouts and selection

SECTION 3
Vice President. The Vice President shall:
(a) Perform the duties of the President in the absence or disability of the President, provided he or she is authorized by the President or Board so to act. When so acting, the Vice President shall have all the powers of that office.
(b) Perform such duties as from time to time may be assigned by the Board of Directors or by the President.


SECTION 4
Secretary. The Secretary shall:
(a) Be responsible for recording the activities of the Local League and maintain appropriate files, mailing lists and necessary records.
(b) Perform such duties as are herein specifically set forth, in addition to such other duties as are customarily incident to the office of Secretary or as may be assigned by the Board of Directors.
(c) Maintain a list of all Regular, Sustaining and Honorary Members, Directors and committee members and give notice of all meetings of the Local League, the Board of Directors and Committees.
(d) Issue membership cards to Regular Members, if approved by the Board of Directors.
(e) Keep the minutes of the meetings of the Members, the Board of Directors and the Executive Committee, and cause them to be recorded in a book kept for that purpose.
(f) Conduct all correspondence not otherwise specifically delegated in connection with said meeting and shall be responsible for carrying out all orders, votes and resolutions not otherwise committed.
(g) Notify Members, Directors, Officers and committee members of their election or appointment.

SECTION 5
Treasurer. The Treasurer shall:
(a) Perform such duties as are herein set forth and such other duties as are customarily incident to the Office of Treasurer or may be assigned by the Board of Directors.
(b) Receive all monies and securities, and deposit same in a depository approved by the Board of Directors.
(c) Keep records for the receipt and disbursement of all monies and securities of the Local League, including the Auxiliary, approve all payments from allotted funds and draw checks therefore in agreement with policies established in advance of such actions by the Board of Directors. All disbursements by check must have dual signatures.
(d) Prepare an annual budget, under the direction of the President, for submission to the Board of Directors at the Annual Meeting.
(e) Prepare an annual financial report, under the direction of the President, for submission to the Membership and Board of Directors at the Annual Meeting, and to Little League Headquarters.

SECTION 6
Player Agent. The Player Agent shall:
(a) Record all player transactions and maintain an accurate and up-to-date record thereof.
(b) Receive and review applications for player candidates and assist the President in verifying residence and age eligibility.
(c) Conduct the tryouts, the player draft and all other player transaction or selection meetings.
(d) Prepare the Player Agent's list.
(e) Prepare for the President's signature and submission to Little League Headquarters, team rosters, including players' claimed, and the tournament team eligibility affidavit.
(f) Notify Little League Headquarters of any subsequent player replacements or trades.

SECTION 7
Registrar. The Registrar shall:
(a) Keep League player/parent/team database.
(b) Coordinate registration process, both online and walk-in.
(c) Assist player agent in determining if players meet age and residential requirements
(d) Provide statistical information to the Board.

SECTION 8
Safety Officer. The Safety Officer shall:
(a) Be responsible to create awareness, through education and information, of the opportunities to provide a safer environment for youngsters and all participants of Little League Baseball.
(b) Develop and implement a plan for increasing safety of activities, equipment and facilities through education, compliance and reporting.
NOTE: In order to implement a safety plan using education, compliance and reporting, the following suggestions may be utilized by the Safety Officer:
(1) Education - Should facilitate meetings and distribute information among participants including players, managers, coaches, umpires, league officials, parents, guardians and other volunteers.
(2) Compliance - Should promote safety compliance leadership by increasing awareness of the safety opportunities that arise from these responsibilities.
(3) Reporting - Define a process to assure that incidents are recorded, information is sent to league/district and national offices, and follow-up information on medical and other data is forwarded as available.

SECTION 9
League Information Officer. The League Information Officer shall:
(a) Manage the league’s official home page on the internet;
(b) Manage the online registration process and ensure that league rosters are maintained on the site;
(c) Assign administrative rights to league volunteers and teams;
(d) Ensure that league news and scores are updated on a regular basis;
(e) Collect, post and distribute important information on League activities including direct dissemination of fund-raising and sponsor activities to Little League Baseball, district, public, league members and media;
(f) Serve as primary contact person for Little League regarding optimizing use of the Internet for league administration and for distributing information to league members and to Little League Baseball.

SECTION 10
Division Coordinator. Division coordinators shall be responsible for some or all of the following:
(a) Represent coaches/managers in division;
(b) Present a coach/manager training plan to the board;
(c) Serve as primary contact between Board of Directors and division coaches/managers;
(d) Distribute uniforms and equipment to coaches/managers;
(e) Design and/or distribute schedule and training materials;
(f) Serve as primary contact to investigate complaints, irregularities and conditions detrimental to the League in the division;
(g) Assist Player Agent in conducting tryouts and attend all player transaction or selection meetings.

SECTION 11
Coaching Coordinator. The Coaching Coordinator shall:
(a) Represent coaches/managers in league
(b) Presents coach/manager training budget to the board;
(c) Implements a league-wide training program;
(d) Orders and distributes training materials to players, coaches, and managers;
(e) Coordinates mini-clinics as necessary;
(f) Serves as the contact person for Little League and its manager-coach education program for the league.
