Introduction


DEL MAR LITTLE LEAGUE
Del Mar Little League (DMLL) is an all volunteer, non-profit organization, providing an opportunity to play baseball for boys and girls between the ages of six and twelve. DMLL provides an outlet for healthy activity and training in an atmosphere of wholesome community participation. DMLL is dedicated to helping youngsters become good citizens and gain confidence by, among other things, inspiring them with a goal and enriching their lives. DMLL seeks to establish the values of teamwork, sportsmanship, fair play and respect for others. We operate under the guidelines of the DMLL Board of Director's Constitution and By-Laws, and the Rules and Regulations of Little League Baseball Incorporated of Williamsport, Pennsylvania.

DMLL is comprised of two leagues, Del Mar American Little League and Del Mar National Little League, operating under one Board of Directors. Each league will field a Tournament Champion and separate All Star teams.

Age and Address Verification


Age and address verification is REQUIRED for all players. Age and Address Verification is done as part of the walk-in registration process. All new and retuning players must attend Registration Day to officially register for the spring baseball season. Registration announcements are made on the league website and through emails to the league mailing list.

At Registration, you must bring a certified birth certificate with embossed seal (no photocopies will be accepted) or your child's passport so that your child's age can be verified. You must also bring three (3) proofs of residence (see complete list below of acceptable proof below) so we can verify that you live within DMLL boundaries. The documents will be reviewed and returned to you at the verification session.

You must have already pre-registered online before attending the Age and Address Verification session. The age and address verification session is NOT for registration.

Little League requires one item (and only one item) from any 3 or more of the following categories to demonstrate proof of residence:
1. Driver's License
2. Voter's Registration
3. School records
4. Welfare/child care records
5. Federal records
6. State records
7. Local (municipal) records
8. Support payment records
9. Homeowner or tenant records
10. Utility bills (i.e., gas, electric, water/sewer, phone, mobile phone, heating, waste disposal)
11. Financial (loan, credit, investments, etc.) records
12. Insurance documents
13. Medical records
14. Military records
15. Internet, cable or satellite records
16. Vehicle records

Note: One and only one item may come from any category. In other words, three utility bills (three items from No. 10 above) will not suffice to establish residency since they come from only one category. To satisfy the proof of residency requirement, there must be a document from two other categories.

Fees


The cost of registration fees for Spring 2010 is $205 per player, plus an optional $1 per parent/guardian for membership dues. Membership to DMLL allows the parent(s) to vote for the Board of Directors and vote for changes to the Constitution during the annual meeting. Financial assistance is available and information can be obtained by contacting the Player Agent or Registrar.

The fees partially cover the cost of uniforms (jersey, hat and socks for all divisions), team equipment (helmets, bases, catcher gear, pitching machines, generators, baseballs, etc.), team and individual pictures, umpire fees, league fees, insurance, and field maintenance and improvement fees. All field improvements undertaken at Del Mar Heights, Del Mar Hills, The Shores, and Sycamore Ridge sites are done with the permission and cooperation of the Del Mar Union School District and the principals at the individual schools. Similarly, all field improvements pursued at Sage Canyon, Carmel Creek, and Ashley Falls schools and the Carmel Valley Community Center are under the direction of the San Diego Parks and Recreation Department.

DMLL incurs most of the expense of a registered player long before the season begins. Therefore REGISTRATION FEES ARE NON-REFUNDABLE!

Season Schedule


Practices and games usually begin in January for our Majors Division, in February for our Minors Divisions, and soon thereafter for our Coach Pitch and T-Ball Divisions. Click here for a detailed calendar of events.

All divisions play until the end of the school year, with post-season tournaments possibly continuing through July.

Try-Outs


Majors, Triple-A (AAA) and Double-A (AA) teams are formed by a formal player draft, which is accomplished according to ability. All 9, 10, 11, and 12 year-olds, as of the upcoming season who want to try out for Majors, Triple-A and Double-A must attend at least one try-out!

Try-outs are generally scheduled for an early weekend in January. In the event of a rain-out, the try-outs will take place on the following Wednesday.

Fields


Practices and games will be held on fields in the Del Mar and Carmel Valley area. Click here for an interactive Field Location Map. Please pick up all trash and litter after your practice and game.

Equipment & Uniforms


All equipment and balls are provided by DMLL. The uniform jersey, hat & socks are provided by DMLL. Shoes, pants and gloves are the responsibility of the player. Replacing uniforms is the responsibility of the individual.

Pictures & Awards


The cost of pictures ( team and individual) is included in the registration fee. Participation awards will also be provided by the League. Pictures (team and individual) will be taken the day of the Baseball Bash (see Calendar for specific date). Make-up pictures for individuals will be available, the date to be determined by the Photo Coordinator.

Umpires


DMLL established a Volunteer Umpire Program in 2005. Adults and teenagers interested in participating in the League as an umpire should contact the Umpire-in-Chief (see Board Members). DMLL provides association umpires for the Majors games. Volunteers usually umpire the Minor Division games. Lower division games are umpired by adult coaches and volunteers.

Eligible By Age


DMLL uses the Age Elibility requirements set forth by Little League International. Your child's Little League age is considered to be his/her age as of April 30. For example, if your child is now 7 years old but will turn 8 on or before April 30, they will play as a Little League 8 year old. To determine the appropriate division for your child, please use the League Age Calculator provided by Little League International.

Player Participation Levels
(1) A player younger then Little League 9 will not participate in the draft and will be assigned to a division per the criteria defined below
(2) Titled Majors Division players will return to the team they were drafted to in the prior year. No tryout is necessary.
(3) All other players need to participate in tryouts to be eligible for the draft in the division they want to play. See the Age Criteria below and the Tryout schedule dates for more details.
(4) After the start of the season, an exception may be requested in writing to the Player Agent by the player's previous team manager. The Player Agent may consider the exception requests on a space-available basis.

12 YEARS OLD
- Players MUST attend the Majors Try-out to participate in the Majors draft.
- All 12 year olds will be drafted on a Majors team unless a waiver is filled out with the assistance of the Player Agent and approved.

11 YEARS OLD
- Players MUST attend the Majors Try-out to participate in the Majors draft.
- 11 year olds may be drafted on a Majors team.
- All 11 year olds not drafted on a Majors team will be drafted on a Triple-A team unless a waiver is filled out with the assistance of the Player Agent and approved.

10 YEARS OLD
- Players MUST attend either the Minors Try-out.
- To be considered for the Majors draft, 10 year olds MUST attend the Majors Try-out.
- 10 year olds may be drafted on a Majors team or a Triple-A team.
- All 10 year olds not drafted on a Majors team or a Triple-A team will be drafted on a Double-A team unless a waiver is filled out with the assistance of the Player Agent and approved.

9 YEARS OLD
- Majors Try-outs are not open to 9 year-olds.
- Players must attend the Minors Try-out, to participate in the Minors drafts.
- 9 year olds may be drafted on a Triple-A team or Double-A team.
- All 9 year olds not drafted on a Triple-A team or Double-A team will be assigned to a Single-A team unless a waiver is filled out with the assistance of the Player Agent and approved.

8 YEARS OLD
- An 8 year old player will be automatically assigned to the Single-A Division.
- An 8 year old player may choose to play an additional year in the Coach Pitch Division provided a waiver is filled out with the assistance of the Player Agent and approved.

7 YEARS OLD
- A 7 year old player will be automatically assigned to the Coach Pitch Division.
- A 7 year old player may choose to play an additional year in the T-Ball Division.provided a waiver is filled out with the assistance of the Player Agent and approved.

6 YEARS OLD
- A 6 year old player will be assigned to the T-Ball Division.

Divisions


Majors Division
PLAYER AGES 10, 11 & 12 YEARS OLD (see Eligible by Age)
No 12 year old will play in a division below the Majors division unless a waiver is completed with the assistance of the Player Agent and approved.

The Majors division is competitive, and requires the highest level of commitment. There is a draft for new Major players. Titled players will remain on the teams to which they were assigned the prior year.

Players are expected to attend weekly practices (typically two per week) and two games a week, starting in late January and lasting until late June. It is essential that players be committed to participate in practices, games and tournaments. Games are 6 innings in length. Players must play a minimum of six defensive outs. Official score will be kept by a scorekeeper and team standings will be maintained by the League.

TRY-OUTS: 11 and 12 year old players who were not on a DMLL Majors team during the previous Spring season must attend the Majors Try-out. 10 year olds may attend the Majors Try-out if they chose to try out for the Majors Division.


Minors Divisions

AAA (Triple-A) Division
PLAYER AGES 9, 10 & 11 YEARS OLD (12 years old with waiver: see Eligible by Age)
No 11 year old will play in a division below the Triple-A division unless a waiver is completed with the assistance of the Player Agent and approved.

The Triple-A division is competitive, and requires a high level of commitment.Players will be chosen for Triple-A teams based on a draft by the Triple-A Managers and the Player Agent. Triple-A teams play competitive baseball, but it is still technically an instructional league. All games will involve player pitching and will be six innings in length. All players will bat and no player will sit on the bench a second inning before everyone else has sat once. Official score will be kept by a scorekeeper and team standings will be maintained by the League. Typically there is one game during the week and one game on Saturday, with practices schedule when fields are available.

TRY-OUTS: Players must try out for this division. 10 year olds have the option of attending either the Majors or Minors Try-out. Most 10 year olds learn more and have a more enriching experience playing at the Minor Level.

AA (Double-A) Division
PLAYER AGES 9 & 10 YEARS OLD (11 years old with waiver: see Eligible by Age)
No 10 year old will play in a division below the Double-A division unless a waiver is completed with the assistance of the Player Agent and approved.

Players will be chosen for Double-A teams based on a draft by the Double-A Managers and the Player Agent. Double-A is a more competitive league than Single-A, but it is still considered an instructional league. The emphasis will be on developing fundamental baseball skills. All games will be six innings in length. Players will rotate between the infield and outfield, all players will bat, and no player may sit on the bench more than one inning in a row. Games will be on Saturday with practices scheduled during the week as fields are available. Some weekday games may also occur.

TRY-OUTS: Players must try out for this division. 10 year olds have the option of attending either the Majors or Minors Try-out. Most 10 year olds learn more and have a more enriching experience playing at the Minor Level.

A:Machine Pitch (Single-A) Division
PLAYER AGES 8 & 9 YEARS OLD (10 years old with waiver: see Eligible by Age)
All eight-year olds are automatically assigned to the Single-A division. Players will be assigned to the Single-A division during the registration process, with oversight by the Player Agent, or will be assigned to the division after the draft process for the upper divisions. Teams are assigned by the Single-A Coordinator who will structure teams based on last years evaluations. The Coordinator will try to honor ONE play-with request per player.

The Single-A division is an instructional league, and teams will use a regular baseball and pitching machine to provide consistent speed and location on pitches. Some player pitching elements may be added late in games or late in the season at the discretion of the Single-A Division Coordinator. Games are five innings in length with a two hour time limit. Informal scores of each game may be kept, but league standings will not be kept. Players are rotated to all ten defensive positions (extra outfielders), all players bat, and no player sits on the bench more than any other player. There is generally one game on Saturday with practices scheduled as fields are available.

TRY-OUTS: No try-outs are conducted for this division.

Coach Pitch Division
PLAYER AGES 7 & 8 YEARS OLD (see Eligible by Age)
Seven-year olds are automatically assigned to the Coach Pitch Division. Eight-year olds may choose to play Coach Pitch. Players will be assigned to the Coach Pitch Division during the registration process, with oversight by the Player Agent. Teams are assigned by the Coach Pitch Coordinator who will structure teams based on last years evaluations. The Coordinator will try to honor ONE play-with request per player.

Games are conducted in a non-competitive atmosphere, and have a four innings or 90 minute time limit, whichever comes first. Players will have an opportunity to receive a number of pitches from their own coach (using a soft baseball), and then a tee will be used if necessary. No score is recorded. Players are rotated to all positions. All players bat each inning (outs are not counted), and no player sits on the bench. There is generally one practice during the week and a game on Saturday.

TRY-OUTS: No try-outs are conducted for this division.

T-Ball Division
PLAYERS AGE 6 YEARS OLD (see Eligible by Age)
The T-Ball Coordinator will assign all six-year old players to teams, and will try to honor ONE play-with request per player. Games are conducted in a non-competitive atmosphere and have a four-inning or one-hour time limit, whichever comes first. Players hit off a tee and use a soft baseball. No score is recorded. Players rotate positions, and all players bat each inning (outs are not counted.) Additional outfield positions are used, so no player sits on the bench. The emphasis is on learning basic skills and having fun. There is generally one practice on Saturday with a game immediately following the practice.

DMLL is an all volunteer, non-profit organization dedicated to providing an opportunity for children to experience participation in baseball in a structured league environment. All-Stars


All 9 through 12 year olds are eligible to be selected for the All-Star teams, which are formed at the end of the season. In accordance with Little League Baseball's policy, and in order to qualify for the tournaments, teams are formed by AGE ONLY, not by the division in which the child played during the regular season. There is a 9-10 Year-Old All-Star Team, a 10-11 Year-Old All-Star Team, and a Majors (11-12 Year-Old) All-Star Team. Only players who are 9 years old or older by April 30 are eligible for All-Stars. There are no exceptions!

In order to play on the All-Star teams, your child must be available for practice and tournament play beginning June 15, when the All-Star teams are announced, through the end of July, typically, and perhaps even in to August if the team advances to the Western Regional Championships! Players are nominated for consideration by the players in the Majors Divisions, Majors Coaches and Managers, and are selected to the team by the managers in their division and league. Those players fortunate enough to be selected to the DMLL All-Star teams participate in a rigorous practice schedule and a competitive tournament schedule.

Boundaries


IMPORTANT: PLEASE CONFIRM THAT YOU RESIDE WITHIN DMLL BOUNDARIES. ONLY PLAYERS THAT RESIDE WITHIN OUR BOUNDARIES MAY REGISTER FOR DMLL.

DMLL encompasses portions of Carmel Valley and the city of Del Mar. Beginning at the Pacific Ocean at Los Penasquitos Lagoon, the boundary goes north along the ocean to the northern border of the city of Del Mar. The boundary turns east along Via de la Valle to Interstate 5, then south along Interstate 5 to Del Mar Heights Road. The northern boundary then goes east along Del Mar Heights Road and continues east on Carmel Valley/Black Mountain Road to include the boundaries of the 92130 Zip code. The boundary turns directly south to Los Penasquitos Creek within the Los Penasquitos Canyon Preserve then turns west following the creek to the intersection of Sorrento Valley Boulevard and Interstate 5. The boundary turns north and follows Interstate 5 to Carmel Valley Road, then turns west and follows Carmel Valley Road west to Del Mar Scenic Road then turns west directly to the Pacific Ocean.
